Meet Bill Mortimer
I’m Bill Mortimer, and I am running to be your Ward 1 Alderman. On Tuesday, September 16th, the citizens of Ward 1 will have a unique opportunity to cast their vote for representation by a City-wide Alderman at Large and by the traditional Ward Alderman.
I ask that you choose me as your Ward 1 Alderman.
I was born and raised in Warwick, RI by two hard working parents who instilled core family values of active faith participation, community engagement, and toil, while working towards a rewarding goal. My Eagle Scout service project was to plan and lead a flower garden beautification project at three of Warwick’s senior living centers. While attending Bryant College, I further developed my calling for public service as an intermittent employee of the National Disaster Medical System. The most anticipated natural disaster will always bring unique challenges and immediate demands for action. In time, I was promoted to Safety Officer, a command-level position that required my boots to remain on the ground to provide medical support to the stricken community.
Later, I moved to Manchester, where I purchased my first home with my wife Hilary. We were blessed with two children, John and Izzy. They are now students at Central and Hillside. I remember the day they both boarded the school bus together for their first day at Webster. We must never lose sight of the fact that the public school system has a vital impact on the future of our city. I will advocate for artistic creativity and the promotion of blue-collar trades that are fundamentally important to our society.
I am a Professional Firefighter and Advanced EMT for the Town of Hudson (Local 3154) and a Commissioner for the Manchester Fire Department. I understand what it is like to work a 24-hour shift and be held over with no notice, to accurately document paperwork at 2AM and to feel broken in the midst of the most traumatic encounter. Make no mistake about it; our public safety professionals dedicate themselves for our unscheduled emergencies. I urge you to recognize that they are the most impactful bi-partisan force that we encounter daily! We must strive to fully fund our Police, Fire, and Public Works Departments. As our city continues to grow exponentially in other Wards, I will advocate that we are not overlooked. With the proper staffing, personnel injuries will be lessened, the work-life balance will be enhanced, and we shall retain their service because the big picture in Manchester is brighter than alternatives.
My vocation is to ensure our city continues to move forward for the sake of our children. I shall champion responsible budgeting for informed financial decisions, through a pragmatic approach. I truly believe that I have the passion and commitment to protect what matters most to our neighborhoods, for I share common values.

Bill’s Priorities
Public Safety
Our city's public safety demands our continued commitment. We must forge ahead to identify and prioritize local risks and hazards, followed by the strategic investment of resources to reduce their occurrence and impact upon our neighborhoods. It's about proactively building a safer, more confident Manchester!
Empower and Equip Our First Responders: We must fully fund and back our police, fire and highway departments. This means prioritizing our public safety departments in the budget, providing them with the resources they need, and hiring more personnel to ensure a greater representation in our neighborhoods.
Foster Partnerships: We must continue to fortify relationships built upon recent results with our community partners. Building these relationships and engaging the community is a central element of evidence-based public safety and enables better response to community challenges.
Homelessness
We are realizing results but there remains work to be done! We have fewer homeless encampments in the city, and Downtown Manchester has never been cleaner and safer. Over 115 homeless people have been housed in the last 12 months between the engagement center and Mayor Ruais’ veterans initiative.
We can continue to improve by:
Public Safety & Accountability: We must fully enforce our city's ordinances and enact new ones where necessary to keep our neighborhoods safe.
Outreach Support: We need to use enforcement to guide individuals into treatment and better coordinate with local organizations to address the root causes of addiction and mental illness.
Housing Development: As the city continues to build upon its strong economic strengths, we must take note from other cities elsewhere who have found success in housing the homeless, all while preserving the character of our neighborhoods.

To achieve fiscal responsibility, we must invest thoughtfully in our core fundamental needs — such as infrastructure, public safety, and education — while mindfully watching expenses. This pragmatic approach focuses on ensuring every dollar spent contributes to the long-term strength of our city, allowing us to build a more secure future without increasing taxes.
